Community Action Partnership of Utah does policy analysis and advocacy on housing policy. A substantial portion of our housing efforts is directed toward the Utah State Legislature to maintain the status quo or to effect change as needed. We listen to our community and our member organizations to see what we can do to best provide for sufficient and stable housing arrangements for all of the state’s residents.
Our goal is to make sure that mechanisms are in place to get people out of homelessness and into transitional housing and affordable rental and ownership situations. We seek to help our member agencies and other community partners around the state by providing information, needed support and advocacy so that Utah’s low-income populations can achieve or maintain self-sufficiency for the benefit of their lives and those in their surrounding community.
We also are working to preserve the state’s supply of existing affordable housing by building and monitoring a database, known as the Preservation Catalog, of subsidized affordable housing to make sure that this housing is available for years to come.
SPECIFIC LEGISLATION AND APPROPRIATIONS
We are continually supporting and crafting legislation on property taxes, foreclosure issues, zoning, mobile/manufactured homes, redevelopment agencies, and any other housing issues that arise during legislative sessions.
We also focus our efforts on maintaining and expanding appropriations for (i) the Olene Walker Housing Loan Fund that is a critical piece of funding for many of the homes that are affordable throughout the state of Utah, and (ii) the Pamela Atkinson Homeless Trust Fund that is the State’s primary funding mechanism to assist non-profit agencies in providing critical services to the homeless population in an effort to help them get off the streets and on to self-sufficiency.
