The Home Energy Assistance Target (HEAT) program provides winter utility payment assistance to low-income households. It targets those groups most in need of adequate heating, including people with disabilities, senior citizens, and families with preschool-age children. HEAT is Utah's version of the Low Income Home Energy Assistance Program (LIHEAP), a federal program funded by the U.S. Department of Health and Human Services. LIHEAP has been in operations since 1982 with the purpose "to assist low-income households, particularly those with the lowest incomes, that pay a high proportion of household income for home energy, primarily in meeting their immediate home energy needs."

LIHEAP provides different programs, including: financial assistance for household energy bills, emergency assistance if energy service is shut off or about to be shut off, and other energy-related services such as weatherization improvements and utility equipment repair and replacement. The program serves households at or below 150% of the federal poverty income guidelines. HEAT services are provided through non-profit organizations, including several of our member agencies. The HEAT program is administered by the Utah Division of Housing and Community Development.
